The Industrial Property Fee Unit (UMAPI) – INPI Resolution 75/2026
On the 20th of March, 2026, the National Institute of Industrial Property (INPI) published Resolution No. 75/2026 in the Official Gazette, establishing a reform of the agency’s fees. This measure constitutes a paradigm shift in its financial management scheme, moving from fixed amounts in pesos to a variable unit-based system: the Industrial Property Fee Unit (UMAPI).
The purpose of this resolution is to establish an objective value for fees. The abandonment of the previous model seeks to preserve the operational sustainability of the agency and to ensure sufficient resources for maintaining its examination systems and modernizing administrative justice.
The determination of the initial value of the UMAPI is equivalent to one hundredth (1/100) of the amount set for the fee of a new trademark application, in one class, with up to 20 indications of goods or services, that is, ARS 360.
The implementation of the new structure will formally enter into force on May 1, 2026, without requiring subsequent resolutions. According to the Annex to the Resolution, the average increase is approximately double the fees in force to date.
To ensure predictability for applicants it will be used as a reference the general Consumer Price Index (IPC) level published monthly by INDEC. The updated value of the UMAPI must be mandatorily published on the INPI online filing portal.
According to Section 6 of the Resolution, the value for the month of May will be adjusted based on the index published in April (corresponding to the month of March), and so on. The resulting new value will be mandatorily applied as from the first day of the month following the publication of the index.
Finally, the Resolution identifies specific cases in which the UMAPI system does not apply: variable fees, ad valorem fees (based on percentages of economic value), or fee differences.
The main structural innovation introduced by the UMAPI and its monthly update based on the IPC is that it will prevent the accumulation of lags, as occurred during the 2023–2026 period. Consequently, it will be necessary to verify the current value of the UMAPI on the agency’s portal prior to each filing.
