AMBA I – Expansion of Power Transmission System

On August 12, 2026, Resolution No. 202/2026 of the Secretariat of Energy was published in the Official Gazette, authorizing the call for a Multi-Stage National and International Public Tender for the award of a public works concession for the construction, operation, and maintenance of the expansion of the High Voltage Power Transmission System “AMBA I.”

The project will improve the supply conditions for the demand in Greater Buenos Aires, as well as the safety and reliability of the area and of the SADI (Argentine Interconnected System) in general.

The most notable aspects of the Resolution are the following:

  1. The purpose of the tender is the award of a public works concession —under the terms of Law No. 17,520— for the construction, operation, and maintenance of the expansion of the High Voltage Power Transmission System “AMBA I.” The tender will be conducted through the CONTRAT.AR platform.

  2. The Inter-American Development Bank (IDB) is analyzing the structuring of a potential guarantee operation aimed at backing the concession agreement resulting from the award. It is estimated that such guarantee could be issued for a term of up to 25 years, covering up to 6 months of the concessionaire’s remuneration payments. The documentation regarding the eventual guarantee will be approved by the applicable regulations and included in the tender by means of a circular.

  3. The successful bidder may apply for enrollment in the Incentive Regime for Large Investments (RIGI) established under Title VII of Law No. 27,742, and shall duly comply with all legal and regulatory requirements, with the application to be processed before the RIGI Enforcement Authority.

  4. The use of funds from the Export Account of the Wholesale Electricity Market Stabilization Fund, created by Resolution No. 1037/2021 of the Secretariat of Energy, is authorized for the purpose of granting financial contributions to the successful bidder of the tender.

  5. Regarding the terms of the tender:
    1. Bids must be submitted on December 10, 2026, through the CONTRAT.AR platform, by 11:00 a.m.

    2. Inquiries regarding the Tender Documents must be submitted no later than thirty (30) days before the opening of bids, by 5:00 p.m.

Likewise, with respect to dispute resolution, the public works concession contract model provides that: (i) technical, economic, or property-related disputes that cannot be resolved through negotiation may be submitted for consideration by a technical panel; and (ii) where a dispute has not been previously resolved through negotiation and through the intervention of the technical panel, either party may submit a dispute to arbitration governed by the Rules of Arbitration of the International Chamber of Commerce (ICC).
